The Lower Elements is the underground area where most fairies live. It's main cities are Haven, Atlantis, and Outpost. It is an ally of the Underground Kingdom, and one of the safest places for fairies left. It goes by the time zone "Lower Elements Time", and is guarded by the Lower Elements Police (LEP).
